Coordination between Security and Defense for Border Development: The Strategic Role of the Peruvian Army in the 21st Century Amazon

The concept of security has evolved into a multidimensional framework that encompasses more than conventional military threats. In Peru, this shift is particularly relevant in Amazonian border regions, where weak state presence enables organized criminal activity. This research follows a qualitative, cross-sectional documentary design, drawing on triangulated data from peer-reviewed literature, institutional reports, and scholarly sources. Findings indicate that effective articulation between security and defense—through active military participation coordinated with other state agencies—can reinforce state presence, mitigate unconventional threats, and foster the conditions for sustainable development. Doctrinal inertia and institutional constraints have hindered the Army’s operational adaptation to holistic security-development models. A strategic reconceptualization of the Army’s role in peripheral regions is necessary, emphasizing logistical capacity, community integration, and interagency coordination.
