In this second edition of the year 2023, we highlight the multidimensionality of national security with seven articles that involve various fields of national endeavor with the intention of reflecting on the importance of the National Defense System, legally created in 1979, which despite that time the mistaken idea that its operation is the sole responsibility of the Armed Forces still persists.

These are important so that Peru continues to be a Nation-State, and they are summoned to address various problems, but it must be clear that their nature, their main function, is the protection of independence, national sovereignty and territorial integrity and therefore both the maintenance of their capacities should be the concern of all of us.

The National Defense System is the only functional system of constitutional responsibility of the President of the Republic, and therefore qualified people are required to implement the National Multisectoral Security and National Defense Policy by 2030; and we are not referring to the Heads of the National Security and Defense Offices, but mainly to all the officials and managers that make up the Executive Branch, since it is necessary to have people who have the competencies to hold public office; Otherwise, what is achieved is to affect the national treasury and increase security and development problems.
