In the month corresponding to the institutional anniversary of the Centro de Altos Estudios Nacionales Escuela de Posgrado, which coincided with a presidential change in compliance with Article 115 of our Political Constitution, we offer an edition of scientific articles addressing topics related to security policy and strategy and their connection to global reorganization, drug trafficking, the leftist trend in Latin America, the strategic role of the Army in the security and border development of our Amazon, and—finally—the presentation of a proprietary method for studying territorial reality and determining the problem statement for a research project, which has already proven its usefulness in two academic programs in this institution of higher education.

The scientific production of this issue must serve not only to be used in the current circumstances of our national reality, but also to improve the activities of the entities that comprise the National  Defense System, remembering the need to promote foresight, through the implementation of methodological planning that considers all possible scenarios, and that provides feedback and updates by making all the connections and relationships that imply the different problems that affect national security.

Peru requires the National Defense System to function in a coordinated and articulated manner. Only in this way will it be possible to – first – mitigate the crises we are experiencing; and – then – confront, mitigate, and overcome the threats and concerns that undermine the security of all, greatly hindering intentions and actions that benefit national development.
