Throughout 72 years of institutional life, the Center for Higher National Studies- Postgraduate School (CAEN-EPG) has evolved in its thinking, consolidating its lines of research –security, development and defense– in the national strategic sphere, in a coherent manner. with the multidimensional focus of our National Security, which provides the opportunity for researchers to deepen their work for the benefit, not only of our academic community but also for the benefit of Peruvian society, with the patriotic intention of inspiring the authorities -mainly those that belong to the National Defense System – that they improve their participation for the benefit of the security of the entire Nation.
National Security requires that all Peruvians develop a series of basic conditions, within which is the correct exercise of citizenship, understood as the sense of recognition of their condition as a member of a political community with rights and obligations, which which entails respect for democratic institutions, being clear that our Political Constitution of Peru is the highest standard that guides our national activities in the incessant purpose of achieving higher levels of general well-being, an essential goal of the State.
In this sense, in this edition –that coincides with the month in which we celebrate a new institutional anniversary of the CAEN-EPG– we present five research articles and a review article reaffirming the principle of defense of national interests based on the cultivation, creation and application of pertinent scientific, technological and humanistic knowledge, for which –in addition to conducting their academic programs– we pursue the search for truth, the affirmation of values and the service of the national interest, since our commitment will always be the greatness of our beloved Homeland : Peru!
